"I have concepts of a plan, I’m not president right now."

"But if we come up with something, I would only change it if we

there are concepts and options we have to do that. And you will be
hearing about it in the not too distant future."

But he originally promised this while he was president. It's now
years later, and he still only has a concept?! You can have a
plan and not execute it due to conditions on the ground, but you
HAVE to have a plan? Sorry, "tariffs" aren't going to cut it.
